SC State University Board of Trustees Name University’s 11th President, Thomas J. Elzey

SC State University’s Board of Trustees appointed Thomas J. Elzey as the 11th president of SC State University today. Elzey is currently employed by The Citadel. He serves as the executive vice president for Finance, Administration and Operations and The Citadel’s senior, non-academic vice president, holding the rank of brigadier general in the South Carolina Militia. Elzey will begin his duties on June 15, 2013.

“Elzey has handled billions of dollars. He has worked in the federal office. He has worked at an HBCU. He has worked at a large university and he has worked here in the state of South Carolina,” stated Dr. Walter Tobin, chairman of the Board of Trustees. “We hired him because we think that this university can move forward,” he continued.

While at The Citadel, Elzey serves as the college’s chief operations officer, supervising the vice presidents for facilities and engineering and external affairs in addition to campus financial officers and the directors of auxiliary enterprises, human resources, information technology, procurement, public safety, and governmental/community relations. Elzey also serves as the staff liaison to the Finance, Audit, and Trustees Committees of the Board of Visitors and to The Citadel Trust.

Prior to The Citadel, Elzey served as the senior vice president for finance, chief financial officer and treasurer at Drexel University. Drexel enrolls more than 20,000 students and has been ranked one of the best national doctoral universities by "U.S. News & World Report." Previous to Drexel, Elzey worked at Howard University, in the position of senior vice president and chief financial officer, where he oversaw all financial, treasury and auxiliary enterprise functions of the university and its hospital, as well as capital planning and projects implementation.

Elzey has also served as deputy executive director for Finance for the Thrift Depositor Protection Oversight Board and the Resolution Trust Corporation in Washington, D.C.; vice president at Perry Investments in Saratoga, Calif.; general manager and chief executive officer of the San Francisco Public Utilities Commission; first deputy budget director and budget director in the Chicago Office of Budget Management; and senior policy/program analyst and deputy branch chief/senior budget examiner in the Office of Management and Budget (OMB) in the Executive Office of the President of the United States. At the OMB, Elzey served as a representative on the White House Cabinet Council on Commerce and Trade Group for Minority Business Development and Small Business Policy.

Elzey earned his Bachelor of Science in economics from Bradley University and a Master of Science in Public Management and Policy from Carnegie Mellon University. He held Series 7 and 63 securities licenses, a general securities representative also known as a stock broker or investment representative.

His wife, Dr. Monedia K. Elzey, is a practicing psychotherapist, daughter Briana is an attorney in Philadelphia, and daughter Tommi holds a Master of Business Administration from Drexel University.

Elzey is excited about moving the University forward. “It feels wonderful. It feels great,” Elzey said when asked about his feelings about his appointment as the 11th president of SC State University. “As the president of this University, I plan to utilize my knowledge in terms of management and administration to be able to do things in a more efficient and effective manner,” he said. “My intention is to move forward. I’m excited about growing some of our programs and working with the students. I am very sensitive to the challenges that the students face and I am conscience of the need to ensure that they receive a quality education.” I am excited about the future. I promise that they will not be disappointed.”
