Dr. Ed 'Rocky' Simmons is a seasoned public servant and higher education administrator with a strong record of leadership in public policy, grants management, community and economic development, and corporate and foundation relations. Currently serving as Director of Corporate and Foundation Relations at South Carolina State University, he develops and executes strategies to secure vital funding and build lasting partnerships that advance institutional priorities. 
 
Over the course of his career, Dr. Simmons has directed York County’s $10 million grant portfolio, ensuring compliance with federal and state regulations while streamlining processes to improve efficiency and results. At the Central Midlands Council of Governments, he collaborated with municipalities and regional organizations to strengthen economic development and community planning, while at the South Carolina Department of Juvenile Justice he oversaw complex projects that improved operations and service delivery. His early career experience in the Orangeburg County Clerk of Court’s office grounded him in legal processes, public service, and community engagement. 
 
With expertise spanning project management, policy analysis, budgeting, and relationship building, Dr. Simmons has consistently demonstrated the ability to align strategic planning with practical implementation. He is also highly skilled in grant writing, policy development, and organizational improvement, leveraging his academic research and leadership training to deliver measurable impact. 
 
Dedicated to service and leadership beyond his professional role, Dr. Simmons is active in several organizations, including the Leadership Columbia Alumni Association, the International City/County Management Association, and Kappa Alpha Psi Fraternity, Inc. His career reflects a deep commitment to advancing excellence in higher education, strengthening public institutions, and creating opportunities that benefit communities across South Carolina and beyond.
