A message from SC State Department of Public Safety Chief Richard Johnson

Dear Bulldog Nation,

Welcome to the Bulldogs’ 2025 Homecoming Celebration. As we prepare for this year’s festivities, I thank you for your loyal support of South Carolina State University and your continued commitment to upholding the values of this great institution.

Homecoming is a time for celebration, reunion and reflection on all we have achieved together. As we welcome alumni, friends and visitors to campus, we must also prioritize the safety and security of our entire community.

Our mission is “to protect and defend a quality of life for all who enter the campus of South Carolina State University.” We cannot accomplish this mission without your assistance and the support of our law enforcement counterparts. Your commitment to safety was evident during the 2024 Homecoming celebration.

To ensure this year’s festivities proceed safely, smoothly and without disruption, we have developed a comprehensive Homecoming Security Plan. As chief of police for South Carolina State University, I assure you that the safety of our students, faculty, staff and visitors is our top priority.

Overview of the Homecoming Security Plan

This year, the South Carolina State University Department of Public Safety will enhance its safety and security measures with additional law enforcement and security personnel from state, municipal and county law enforcement agencies, along with private security, to provide a more visible presence across campus. Our mission is to ensure everyone enjoys the festivities while feeling safe and protected.

Key elements of the plan include:

  • Technology-enhanced security
- Our campus-wide communication system features 23 call boxes that provide direct contact with the Department’s Communication Center. The boxes, marked with a blue light, are mounted on buildings or on stand-alone poles.
- Our security camera system includes 135 cameras, providing more than 350 views. A technician will monitor activity in real time.
- K-9 Officer “Priss” will be deployed for the detection of firearms on campus.
- Weapon-detection technology utilizing artificial intelligence will be implemented at the stadium and other events.
- Metal detectors will also be used to detect firearms and other weapons.
- A drone and pilot will provide aerial surveillance.
- Security and law enforcement personnel will be deployed at all campus and stadium entrances to monitor traffic and address issues. SC State Public Safety officers will be available to respond as needed.
- An emergency response unit will be on site for immediate assistance.

  • Signage and communication
    • Increased signage will remind attendees:
-      Weapons are prohibited on campus.
-      Weapon-detection technology will be in use.
-      Marijuana and other drug use are prohibited.
-      Surveillance cameras are in use throughout campus.
    • Entry points to campus and the stadium will be monitored, and prohibited items will be confiscated. Clear bag protocols will also be enforced for entry into the stadium and other venues.

  • Traffic and parking management
SC State Public Safety officers will manage vehicle and pedestrian traffic, parking and crowd control throughout Homecoming Week. Please follow the posted signs and instructions from officers.

Expectations of Attendees

  • Homecoming is an opportunity to showcase the best of South Carolina State University, and we are committed to providing a safe environment for all. We expect attendees to respect and follow the directives of law enforcement and security personnel. Some of our law enforcement partners have volunteered their services at no cost to the university.
  • Criminal behavior, violence or any actions that compromise community safety will not be tolerated. Anyone involved in criminal activity will face prosecution.
  • If you observe suspicious behavior or potential threats, report it immediately to SC State Public Safety at 803-536-7188, to the nearest officer or security personnel, or by using the nearest call box. Provide the location, description of the person involved and as much detail as possible. Dial 911 for real-time emergencies.

As we celebrate this year’s Homecoming, let’s work together to ensure a safe, enjoyable and memorable week. By respecting the rules and each other, we can make Homecoming 2025 a positive experience for all.

Thank you for your attention to these important matters. We wish you a wonderful and safe Homecoming celebration. And whatever you do, don’t drink and drive. Stay safe and vigilant.

Sincerely,

Dr. Richard Johnson
