South Carolina State University announces three key academic appointments

ORANGEBURG, S.C. — South Carolina State University has named three new academic leaders to roles that will shape graduate education, student honors, and human services programs.

The appointments reflect SC State’s commitment to academic excellence, community engagement and student success.

Dr. Lakeisa Tucker has been named dean of the College of Graduate and Professional Studies; Dr. Stephanie Payne has been appointed acting chair of the Department of Human Services; and Dr. Windy Ann Mack Stephenson has been selected as executive director of academic and scholarship services for the Dr. Emily England Clyburn Honors College.

Dr. Lakeisa Tucker named dean of Graduate and Professional Studies

Dr. Lakeisa Tucker has been appointed dean of the College of Graduate and Professional Studies. A longtime faculty member and administrator, Tucker previously served as acting dean of the college, acting chair of the Department of Human Services, and assistant professor.

“We are thrilled to announce this appointment of Dr. Lakeisa Tucker as the new Dean of the College of Graduate & Professional Studies,” said Dr. Frederick Evans, provost and vice president for academic affairs. “Dr. Tucker brings a proven record of academic leadership, experience in graduate education, innovation, and a deep commitment to student success. We are confident that under her guidance, the college will continue to grow in excellence, impact, and opportunity.”

Tucker has held numerous positions in human services, including roles in early intervention, child advocacy, education and social work. She earned her bachelor’s and master’s degrees from the University of South Carolina and a doctorate in human services administration.

Dr. Stephanie Payne appointed acting chair of Human Services

Dr. Stephanie Payne has been named acting chairperson of the Department of Human Services. An assistant professor of social work, Payne is a licensed master social worker and experienced facilitator with nearly 20 years in mental health, child welfare and higher education.

“Dr. Payne brings valuable experience, strong academic insight, and a collaborative spirit to this leadership role,” Evans said. “We look forward to the continued advancement of the Department of Human Services under her guidance.”

Before joining SC State, Payne managed child welfare training at the University of South Carolina. She also coordinates SC State’s social work program, leads the Child Welfare BSW Tuition Assistance Program, and serves as faculty advisor for Phi Alpha Honor Society. She holds degrees from North Carolina A&T State University, the University of South Carolina and Tulane University.

Dr. Windy Ann Mack Stephenson to lead Honors College academic services

Dr. Windy Ann Mack Stephenson, a proud SC State alumna and Orangeburg native, has been named executive director of academic and scholarship services for the Dr. Emily England Clyburn Honors College.

"Dr. Stephenson brings an inspiring and uplifting spirit of vision, dedication, and empathy to the Honors College,” Evans said. “Her leadership dynamics, grounded in extensive experience and a deep commitment to student success, align seamlessly with our mission to foster academic excellence and community engagement.”

Stephenson has over 20 years of experience in education and has taught at every level from early childhood through college. She earned her bachelor’s degree from SC State, a master’s from Northern Illinois University and a doctorate from Capella University. Her academic and professional work has focused on gifted education, educational equity and community leadership.

“Dr. Stephenson is a dynamic leader and a passionate educator,” said Dr. William H. Whitaker, dean of the Honors College. “Her commitment to academic rigor, equity, and excellence resonates deeply with the mission of the Clyburn Honors College.
